The Minnesota Land Planning Act requires cities to develop comprehensive plans and update them every ten years. The purpose of the plan is to aid the Metropolitan Council's task of ensuring adequate water/sewer services, transportation infrastructure, and open space planning.

The last comprehensive plan for Fridley was created in 1998, and, following reviews and revisions, was adopted by the City in 2001. The city's Community Development staff will be coordinating the creation of the 2030 Fridley Comprehensive Plan in 2007 and 2008. Fridley's next comprehensive plan for the year 2030 is due to the Metropolitan Council in December 2008.

Staff from each city division are currently working on revising the 2020 Comprehensive Plan with updates for the 2030 Comprehensive Plan. Comprehensive plans need to be updated at least every ten years. Each update takes 2-3 years to complete. The process includes allowing time for community meetings, research and data gathering, assessment of available funding and tools, and interdepartmental coordination. Since the plan must be reviewed by Fridley's Commissions and City Council, as well as neighboring communities, nearly one year is needed to get the plan approved.

The Metropolitan Council has set up guidelines for all communities to follow. To remain consistent, Fridley's comprehensive plan must include certain information that demonstrates the city's plans fit within the Metropolitan Council's forecasts for the year 2030. The city's plan must address any proposed land use changes that the city anticipates in the next 20 years. It must also address topics like housing, transportation, parks, trails, and open space, and public facilities.

To gather information for the update, the city held a series of community meetings and conducted surveys (see below). Input was also sought from all city departments. Draft sections of the plan were prepared by staff committees and then reviewed by the city's advisory commissions. Finally, the draft plan was reviewed by the Planning Commission at a public hearing on December 19, 2007.

2030 Comprehensive Plan Community Meetings

Input from the public is a valuable part of the Comprehensive Planning process. Community meetings were held on March 19 and April 2, 2007. All meetings began at 7:00 pm and the public was welcome and encouraged to attend.

The meetings on Monday, March 19, 2007 were held at three locations, including Stevenson Elementary, Fridley Community Center, and Totino Grace School. View the slide presentation from the March 19th community meetings with resident feedback (7.5MB PDF).
