As described below, the Fridley City Code, which is available online here, contains several sections that pertain to the licensing and operation of massage parlors within the city. Please refer to the relevant City Code sections for more detailed information. Fridley City Code Chapter 125, defines Saunas and Massage Parlors, and Section 205.03.34, describes a home occupation. In addition, if you are interested in operating a massage therapy business, further information is available in Section 205.13 through 205.15, which regulates businesses and defines where Saunas and Massage Parlors may locate. To operate a business devoted solely to massage therapy, the business must be licensed and the therapist certified by conforming to the requirements established in Chapter 125, specifically:
